Benefit / limit
Guarantee cover for credit facilities up to ₹10 Crores per eligible borrower (from 1 April 2025).

Provides collateral-free credit guarantee to financial institutions lending to Micro & Small Enterprises.

  • No third-party guarantee or immovable collateral security mandated by lending banks.
  • Guarantee coverage ranges from 75% to 85% of sanctioned credit facility (higher for women, SC/ST, and aspirational districts).

Delayed Payments (ODR)

MSME ODR Portal for Delayed Payments

Benefit / limit
Statutory compound interest at 3x RBI bank rate on delayed payment amounts.

Lets micro and small enterprises file delayed-payment claims online against buyers, corporates and PSUs. New claims are filed on the MSME ODR Portal, which replaced MSME Samadhaan for new filings.

  • Statutory mandate under Section 15-24 of MSMED Act requiring buyers to pay within 45 days.
  • Online negotiation and conciliation first; disputes not settled online go to the State Micro & Small Enterprise Facilitation Council (MSEFC) for conciliation and arbitration.

Encourages MSMEs to adopt Zero Defect Zero Effect manufacturing practices with high quality and eco-friendly standards.

  • Subsidy on certification cost: Micro 80%, Small 60%, Medium 50% (additional 10% for women/SC/ST-owned units and units in NER and aspirational districts).
  • Some banks offer concessions on processing fees or interest rates for ZED-certified units, at their own discretion.

Startup & Micro Loans

Pradhan Mantri MUDRA Yojana

Benefit / limit
Loans up to ₹20 Lakhs under Shishu, Kishore, Tarun and Tarun Plus categories.

Collateral-free loans for non-corporate, non-farm micro enterprises (including agriculture-allied activities such as dairy, poultry and food processing) through banks, NBFCs and MFIs.

  • Four categories: Shishu (up to ₹50,000), Kishore (₹50,000 to ₹5 Lakhs), Tarun (₹5 to ₹10 Lakhs) and Tarun Plus (₹10 to ₹20 Lakhs, for borrowers who have repaid a Tarun loan).
  • No collateral security required from borrower.

Gujarat State Schemes

Gujarat MSME Assistance Scheme

Viksit Gujarat Industrial Policy 2026

Benefit / limit
Up to 45% (Category A talukas) or 35% (Category B talukas) of eligible investment over 5 years; up to 50% / 45% for thrust sectors.

Capital subsidy, interest subsidy and power tariff support for new, expanding and diversifying manufacturing MSMEs in Gujarat, plus assistance for EPF, rent, technology, quality certification, patents and more.

  • Capital subsidy of 35% (Category A taluka) or 25% (Category B taluka) of eligible investment; micro units get it in year 1, small and medium units over 5 years.
  • Interest subsidy of 7% on term loans from banks or RBI-recognised financial institutions for 5 years (up to 10% of investment); +1% for women, first-generation entrepreneurs and startups.

Notified by GR dated 25 Sep 2026 and operative from 1 June 2026 to 31 May 2031. Check the Industries Commissionerate / MSME Commissionerate, Gujarat for detailed guidelines and the application process.

PMEGP

Prime Minister's Employment Generation Programme

Benefit / limit
Up to ₹50 Lakhs for Manufacturing, up to ₹20 Lakhs for Service sector (Subsidy 15% to 35%).

Credit-linked capital subsidy programme to generate self-employment ventures in rural and urban areas.

  • Government margin money subsidy: 15% (urban) / 25% (rural) for general category, and 25% (urban) / 35% (rural) for special categories (women, SC/ST, OBC, minorities, ex-servicemen, PH, NER).
  • Promoter contribution required is only 5% to 10% of total project cost.

The approved scheme cycle ran to FY 2025-26. Check the KVIC PMEGP portal for availability in the current year.

Artisans & Traditional Trades

PM Vishwakarma Scheme

Benefit / limit
Collateral-free enterprise credit up to ₹3 Lakhs at concessional 5% interest rate + modern toolkit grant of ₹15,000.

Holistic support to traditional artisans and craftspeople working with hands and traditional tools.

  • Formal recognition with PM Vishwakarma Certificate and ID card.
  • Skill upgradation training with daily stipend of ₹500.

The scheme runs to FY 2027-28, but its target of 30 lakh registrations has been met. Check pmvishwakarma.gov.in or a CSC for current enrolment.

Composite bank loans between ₹10 Lakhs and ₹1.00 Crore.

Promoting entrepreneurship among women and SC/ST communities for setting up greenfield enterprises.

  • Bank branch mandate to finance at least one SC/ST and one Woman borrower per bank branch.
  • Composite loan covering both term loan and working capital requirement.

Closed to new sanctions after 31 March 2025. A revamped scheme with term loans of up to ₹2 Crore for first-time women and SC/ST entrepreneurs has been announced and is awaiting launch.
